        DECISION MAKING ON THE FOLLOWING MEASURES
            (Deferred from February 11, 2000)


SB 2059    RELATING TO WELFARE REFORM                   HHS, WAM
           Bases the standard of  need for assistance benefits
           on the current poverty level.

SB 2658    RELATING TO GENERAL ASSISTANCE               HHS, WAM
           Authorizes DHS to retain rollover funds for general
           assistance.

SB 2847    RELATING TO PROSPECTIVE ADOPTIVE PARENTS     HHS, JDC
           Defines the  term  "prospective  adoptive parents,"
           requires criminal history record checks, authorizes
           DHS to contract for home studies.

SB 2848    RELATING TO THE PERMANENT PLAN HEARING        HHS, JDC
           Allows the court to  waive the approval of children
           age 14 and above to the  permanent plan if it is in
           the best interest of the child.

SB 2849    RELATING TO REVIEW HEARINGS                       HHS
           Clearly defines when DHS  begins counting a child's
           time in agency care.

SB 2850    RELATING TO KINSHIP CARE                          HHS
           Defines  "kinship  care"   and  authorizes  DHS  to
           develop specific related standards.

SB 2851    RELATING TO FOSTER BOARD ALLOWANCES FOR
           STUDENTS                                     HHS, WAM
           Enables DHS to pay foster board allowances directly
           to an accredited institution of higher learning.

SB 2853    RELATING TO FINANCIAL ASSISTANCE PAYMENTS    HHS, WAM
           Allows   DHS   to   adjust   payments   to  support
           employment.

SB 2854    RELATING TO UNCLAIMED CORPSES                HHS, WAM
           Requires  cremation   of   all  unclaimed  corpses;
           provides immunity for  DHS  and any participants in
           such   cremations   from   liability   related   to
           cremations.

 


 
SB 2855    RELATING TO PUBLIC ASSISTANCE                HHS, WAM
           Clarifies the  law  with  respect  to DHS interests
           when it asserts claims  pursuant to sections 346-15
           and 346-37, HRS, to  the  estates of recipients who
           die.

SB 2857    RELATING TO PUBLIC ASSISTANCE                HHS, WAM
           Amends  section  346-37,   HRS,  to  clarify  DHS's
           ability to recover  costs  in third-party liability
           situations.

SB 2858    MAKING AN EMERGENCY APPROPRIATION FOR THE STATE MEDICAL
           ASSISTANCE PROGRAM                           HHS, WAM
           Provides  the   medical   assistance  program  with
           sufficient  funds  to  reimburse  its  health  care
           providers for fiscal year 1999-2000.
